Women Shouldn't Have to Change Behavior to Avoid Sexual Assault

See the video below from The United State of Women.  Why is it that all the responsibility for avoiding sexual assault rests with women - the potential victims - yet we do nothing to address the perpetrators of these crimes - men?  Continued education is required on both sides.
